With the gradual implementation of your policy, people will acknowledge your capability. But you'd better pray for it that no natural disaster during this period or people will consider it to the warming from this heaven and totally deny your previous effort. You can hold a praying ceremony in the town hall to pray for the heaven to show mercy on your city. Nothing is for sure, but this may help.

Click Town Hall, and then select tab "Comforting", scroll to and hit "Blessing". (Comforting has a cooldown of 15 minutes.)
